WASHINGTON – Plans by the Department of Homeland Security to impose new identity-document requirements at the Canadian border in defiance of Congress are the latest example of the department’s characteristic combination of arrogance and incompetence, the American Civil Liberties Union said today.

The Department of Homeland Security released the long awaited
final rule on state issued drivers licenses and identification documents. The rule indicated that the new federal REAL ID will be used for a
variety of purposes unrelated to the law that resulted in the federalization of state issued drivers licenses. If states do not comply with the agency rule the drivers’ licenses held by state residents will not be accepted for air travel or to access federal government buildings. As a cost saving measure the Department of Homeland Security decided not to require encryption of the digital data stored on the REAL ID. The Privacy Coalition led a major

WASHINGTON – As fears of a flu pandemic have grown, the Bush administration has pursued a misguided approach to pandemic preparation that relies on a law enforcement/national security approach, rather than a public health approach to the problem, and which exposes Americans to unnecessary risk. That is the finding of an expert report being released today by the American Civil Liberties Union at the National Press Club in Washington, DC.

On Tuesday, May 10, 2005, America became a true police state. Your U.S. senators voted — unanimously, with no discussion, and without even reading the bill — to create a national ID card.
The Real ID Act blackmails state governments into turning their drivers licenses into a draconian tool of the federal homeland security apparatus. If states refuse, their citizens lose such “privileges” as being allowed to board an airplane, enter a federal building, or apply for social security. President Bush is expected to sign the bill eagerly on Thursday.
